I know there were Swagertys that attended the Shalako School in Kansas and some living in Talequah that are registered. I am looking to try and establish a link to these family members.

It is not generally a good idea to try to establish a link to broad family clusters based on surname alone or with no other supporting information or valid reasons for theorizing a connection. The best approach is to simply build a tree methodically and see what ancestors happen to show up. The familial and ancestral links will connect or be verified as a natural part of this process.
However, to put this into context. There is only one Cherokee with this surname on Dawes Roll.

She was 1/16 Cherokee, and Swaggerty was the name of her White spouse. Her maiden name was Nidiffer.
If a tribal individual attended Chilocco with this surname, either there was intermarriage with non-Cherokee Swaggerty spouses subsequent to 1907, or they were from other tribal backgrounds. In any event, trying to trace all Swaggerty family members and how they enrolled with Cherokee Nation would be a daunting if not completely impossible task. Stick with more manageable queries for the best results. Good luck!
